“Institutionalize Terrorism”
The Democrats’ First Response

If a national blight ever has a friend indeed, it will always be the Democrats in need. Taking its cue from the March of Dimes that almost went out of business because they actually cured polio, the Democratic Party has become the roost from which cackling hens see good as bad and bad as good. Dems have never met a crisis not worthy of being coddled and exacerbated for political gain.
When P. J. O'Rourke mused that, “The Democrats are the party that says government will make you smarter, taller, richer, and remove the crabgrass on your lawn,” he wasn’t kidding. Just like crabgrass, there is no finality to things that end in “er”. If the Dems have their way, the taxpayers of this nation will be hemorrhaging dollars for a surplus of “First Responders” long after the last terrorist has been dispatched to Allah.
President Bush’s policy towards terrorism is fairly linear; locate it and eradicate it at the roots. The Democrats, from the Clinton years through the present, have been benignly mystical in their approach; institutionalize the malady and infinitely treat the symptoms. Maybe Svengali can explain how allowing the United Nations to enrich itself at the misery of the Iraqi people or giving North Korea billions of U.S. taxpayer funded aid in exchange for a crock of rancid kimchi solves terrorism better than bombing the hell out of their lairs.
The ad nauseam battle cry of the Democrats, “More Money for First Responders” is total capitulation to the bureaucratization of yet another national blight. It’s an effort to institutionalize terrorism. Keep the disease healthy through Band-Aid funding. Why eradicate a problem when you can capitalize on it and create another tax dollar sinkhole in perpetuity.
If it weren’t for the institutionalized blights of poverty, discrimination and the elephantitis of federal bureaucratic growth, the Democrats would have little reason for being. In a page out of “Fear and Loathing in Las Vegas” the Party of the Jackass is taking the American taxpayer on a surrealistic ride to nowhere. It’s not the destination that counts but the endless journey.
Delaware’s Democratic Governor, Ruth Ann Minner, proselytized that, “more resources are needed for police, firefighters and health and medical personnel.” Deciphering her doubletalk reveals a request for more federal aid to hire more police officers and firefighters. This is like spending more federal dollars to help people accept perpetual poverty rather than eradicate the root causes of that poverty; many of which are the federal poverty programs themselves.
With over 3000 National Guard units located in more than 2,700 communities across the 54 states, territories and the District of Columbia comprising over a ½ million personnel, common sense might dictate that a bit of retraining in the areas of First Response is the answer to the domestic challenge of Homeland Security. Traditionally, the Guard has always responded to battle forest fires, floods, tornadoes, hurricanes, snowstorms and other emergency situations. Why not utilize the Guard as an immediately available resource rather than hire civilian police, fire and medical resources for what are essentially combat situation response needs à la 9/11?
If there truly is a “someday” end to the War on Terrorism, doesn’t it make more sense for short-term needs to be filled by short-term solutions? Despite the decades-long efforts of many Democrats to ensure that terrorism will be forever upon us, there have been no clear pronouncements from the Left side of the aisle that America has followed the French into the monotony of unconditional surrender. Since this war will hopefully end during Tim Robbins’ lifetime, why should U.S. taxpayers invest billions into First Response (spelled “unionized civil service”) bureaucracies that will drain the federal treasury until the sun goes cold?
Oh, excusez-moi …I almost forgot…government employee unions are amongst the largest contributors to the Democratic Party. Who woulda thunk that the American Federation of State, County and Municipal Employees (AFSCME) contributed a staggering $5.95 million in soft money to Democratic committees during the 1999-2000 cycle? AFSCME's Democratic contribution was equal to the Republicans' three largest soft-money donors combined. More civil service First Responders…more union members…more union dues…more soft PAC money to the Dems; and naively we wonder, “Could this really be?”
Is it possible that LollaPelozi et al might be on a treasure hunt that starts with national security and ends with more union soft money into the Democratic Party coffers? Being that cynical would require the infidel to believe a standing President could sodomize a young intern with a cigar and then lie about it. Can that happen in America?
For the duration of the War on Terrorism, a strong First Responder network is essential to Homeland Security. When the war ends, the nation will re-task itself for the next challenge. A permanent bloating of the civil service is not the solution. America has state National Guards under the authority of state Governors. First Responder funding should be channeled to enhance this resource as the primary safety net. Civil service First Responders are needed for their traditional domestic functions.
Money should be allocated to effect the coordination and cooperation of the Guard responders and the civil service. If, God forbid, the day arises that America suffers from another domestic act of international terrorism, the civil servants will supplement the Guard responders.
Parlaying the terrorist threat against the American people as an entree to swelling the ranks of the civil service for political gain is nothing less than the institutionalization of terrorism. It’s the Democrats’ First Response to War Profiteering.
